Car Park Review Phase One - Review of Charges This report provides information on the consultation which was carried out last year and considers changes to the Council car parks which already have charges applied (Pay & Display). Additional documents:
Minutes: The Director of Community and Environmental Services opened the report and thanked Members who had been involved with in the work then handed over to the Neighbourhoods Manager.
The Neighbourhood Manager introduced the report providing information on the consultation which was carried out last year and considered changes to the Council car parks which already have charges applied (Pay & Display).
The Council’s current Car Parking Policy was last fundamentally reviewed in 2012/13 with changes introduced in January 2014. The car parking service provides a significant source of revenue funding which is of critical importance to the Council’s revenue budget and assists in supporting the delivery of high-quality services to the residents, businesses, and visitors of the Derbyshire Dales.
A report was presented to the Governance and Resources Committee on 21 March 2024 (Agenda, Appendix 2), which included a list of proposals for consultation with the public. The Members of the Car Park Review working group were involved and signed off the questions which were included in the consultation survey which ran for a period of 6 weeks, between 8th August to 18th September 2024.
1,931 responses from a mixture of businesses (46), local workers (55), residents (1,692) and visitors (138) completed the survey. Appendix 5, 6, 7 and 8 of the agenda gave a summary of their responses. The responses received were as we expected and broadly in line with the proposals included within this report. The proposals only relate to those car parks which already have charges in place. Further consultation will need to be conducted with those customers/stakeholders who may be impacted. A meeting for the Car Park Review Member Working Group will take place early in the new financial year to see which, if any, of the free car parks are to progress further.

RESOLVED (unanimously)
1. That the amendments to the Derbyshire Dales Off-Street Parking Places Order 2013 as outlined in Appendix 4 are approved and published for a period of statutory consultation and to commence 1st April 2025.
2. That in relation to Permit Schemes:- a) The fee of a 12-month Discount Season Ticket is reduced from £555.30 to £480.00 per annum for 2025/26.
b) The fee for a 12-month District-wide Season Ticket is frozen at £694.10 per annum for 2025/26.
c) The fee for an Annual Resident/Reserved Bay Permit is frozen at £372.75 per annum for 2025/26.
d) The fee for a 3 & 7 day Rover Pass is frozen at £15.00 and £32.00 respectively for 2025/26.
e) The fee for a replacement resident concession permit is frozen at £60.00 (April-September) and £40.00 (October-March) for 2025/26.

Review of the Provision of Public Toilets The report provides a summary of the work undertaken by the Public Conveniences Working Group and recommendations to improve the provision of public toilets in the Derbyshire Dales as a result of the review.

Minutes: The Director of Community & Environmental Services introduced the report providing a summary of the work undertaken by the Public Conveniences Working Group and recommendations to improve the provision of public toilets in the Derbyshire Dales as a result of the review.
During debate a Member proposed to put aside a budget to give a sum of money to the Parish and Town Councils who took over their toilets following closures in 2018.
After discussions Members agreed to ‘park’ the issue and Officers to monitor the use of the Community Toilet Scheme support package (Recommendation 15) by the 6/8 Parish Councils facilities handed over at the last review and then reconvene the Car Parks Working Group if necessary, in order to agree whether or not the budget should be increased.

RESOLVED (unanimously)
1. That the work and considerations of the Public Conveniences Working Group are noted.
2. That toilet provision at Artists Corner in Matlock Bath is reintroduced in the original building on a seasonal basis, as outlined in 2.8 of the report and that Members approve a budget of £8,000 for the required adaptation works.
3. That an annual sum of £2,000 is provided to the Whitworth Centre to help with the maintenance and cleaning of costs of the centre’s toilets, as outlined in 2.20 of the report.
4. That the above sum provided to the Whitworth Centre is reviewed on annual basis, and that the Director of Community & Environmental Service, in consultation with the Director of Resources, is authorised to amend the sum and the continued provision of funds.
5. That a one-off payment of £900 is provided to the Whitworth Centre to help improve signage and awareness of the toilets and their availability to the general public.
6. That Members approve a capital budget of £12,500 for the development of an accessible unisex toilet at Ashbourne Recreation Ground, as outlined in 2.28 of the report.
7. That the Council accepts and acknowledges the one-off payment of up to £5,000 from Ashbourne Town Council to assist in the running costs of the toilet facility at Ashbourne Recreation Ground.
8. That the petition submitted for the reopening of the public toilets in Matlock Bath is noted and acknowledged by Members.
9. That an annual sum of £1,000 is offered to the Pavilion Cafe to help with the maintenance and cleaning of costs of the centre’s toilets, as outlined in 2.36 of the report.
10. That Members approve the reopening of Middleton-by-Youlgrave on a year-round basis, in line with the Council’s contractual obligation.
11. That the working group reconvene after the 12-month trial period to review associated costs and visitor data and determine whether the year-round service offers value for money and if it should continue or not.
12. That a support package is provided to community operated public toilets, hosted in District Council owned facilities, as outlined in 2.40 of the report.
